You cannot restore deleted records.

In case your records are accidentally deleted, you can create a backup of the records by exporting them to a file. For details, refer to Creating a Backup of Records.

You can also configure the Permissions for Records settings to restrict the deletion of records to certain users. For details, refer to Configuring Permissions for Records.
